League of Legends Patch 13.23: Balance Changes and New Bee Skins

The League of Legends season is winding down, with only two patches left before 2024. In Patch 13.23, the Riot Games balance team is making several changes to the metagame. Nine champions are getting adjustments, including buffs for Riven, Janna, Trundle, and Vel’Koz, and nerfs for Briar, K’Sante, Jarvan IV, and Ziggs. It’s worth noting that no items or runes will be changed in this patch.

Riot surprised players by quickly implementing buffs for Riven, despite previously stating that they would delay changes for her. Additionally, Riot will be introducing a gold-sharing boost for inner objectives, fulfilling a promise made weeks ago. In terms of cosmetic updates, Riot is reintroducing the Bee skin line, with Blitzcrank, Veigar, and Vel’Koz receiving honey-themed skins.

Riot squeezes in some late 2023 changes

This update brings a mix of new and older champions adjustments. Briar, K’Sante, and Naafiri have received nerfs, while Janna, Trundle, and Vel’Koz have been given buffs. Riven, despite her “legitimate problems,” has also received buffs.

More cash for inner turrets

Inner and inhibitor turrets now provide more gold as local rewards, aiming to offer a slight advantage to solo laners, particularly in the top lane. Riot is monitoring these changes closely to ensure balance.

New Bee skins buzz into League store

Players can look forward to three new Bee-themed skins in this update: Beezcrank, King Beegar, and Bee’Koz. These skins are already available in the store.

Azir

  • W base damage and AP scaling decreased at levels 10-18.
  • Sand soldiers now apply on-hit effects to their primary target.

Briar

  • Base health reduced.
  • W missing health damage reduced.

Draven

  • R now returns to Draven if he’s dead.

Janna

  • Passive scaling from move speed changed.
  • W cooldown reduced.
  • W is now easier to target against larger enemies.
  • R cooldown reduced.

Jarvan IV

  • Q cooldown increased.

K’Sante

  • Q mana changed, base damage reduced.
  • W hexflash bug fixed.
  • E shield reduced.
  • R passive amp and bonus attack damage reduced.

Naafiri

  • Passive damage reduced.
  • E2 damage reduced.

Riven

  • Q damage increased.
  • R bonus attack damage increased.

Trundle

  • Attack damage growth increased.
  • Q mana cost reduced.

Vel’Koz

  • Passive damage increased.

Ziggs

  • Base AD increased.
  • Q damage reduced.
  • W cooldown increased, mana cost increased.

Items

  • No changes this update.

Runes

  • No changes this update.

Systems

Turret Gold

  • Tier two turrets give out more local gold and less global gold.
  • Tier three turrets give out more local gold and less global gold.

General

  • The “Career Stats” tab of the client will only display the current year and the most recent year to reflect Riot’s pivot to multiple ranked splits in a single year.
  • Pinging an item, ultimate, or Summoner Spell will only notify teammates if that ability or item is in the final 50% of its cooldown.

Bugfixes

  • Rell’s Magnet Storm (R) will no longer interrupt channeled abilities when combined with Ferromancy: Crash Down (W).
  • Pix will no longer steal credit for a kill when attached to an allied champion.
  • Multiple K’Sante bugs addressed, including abilities bugging during ultimate and Pathmaker (W) being canceled while channeling Hexflash.
  • Elise’s Cocoon (E) no longer uses stun duration values when calculating damage amplification.
  • Bugs regarding Oracle’s Lens resolved, including permanent reveal of jungle companions and permanent ward visual effects if swept by Oracle’s Lens.
