To learn Clear Smog this way, it has to hold a Mirror Herb, forget a move, and hang out at a picnic with a Clear Smog-knowing Pokémon. For example, a Gastrodon with a Mirror Herb can learn the move after a picnic with a Clear Smog user like Torkoal.
