German Sports Betting Association Analyzes 2023 Market

The German Sports Betting Association (DSWV) held its annual press conference to discuss the state of the German sports betting market in 2023. The conference focused on tax revenues, the black market, and player protection.

Decline in Tax Revenue

In 2023, legal sports betting providers in Germany saw a decrease in stakes, with €7.72 billion recorded, reflecting a 5.4% decline compared to the previous year. DSWV President Mathias Dahms expressed concern about the money flowing into the coffers of illegal black market providers.

This decline highlights the challenges faced by the legal market. One reason for this is the migration of many players to illegal offerings, as regulated providers have struggled to compete with the extensive betting options offered by the black market. The DSWV is calling for better conditions for regulated providers to ensure competitiveness.

Combatting the Black Market

Despite regulations, the black market continues to hold a significant share of the German market. Studies have shown that around half of the time spent by German online gambling users is on illegal sites. The DSWV is urging the Joint Gambling Authority of the federal states to take urgent action to strengthen the legal market and curb the black market.

Promoting Player Protection

With the European Football Championship approaching, many individuals will be opening betting accounts. It is crucial to direct gamblers to the legal market for their safety. Advertising plays a vital role in distinguishing legal providers from illegal ones on the black market. Only companies permitted by the GGL can ensure player protection. The DSWV strongly opposes a ban on sports betting advertising, as it believes that without advertising, players are left vulnerable on the black market with no safeguards or controls.
