The Conqueror rune, introduced earlier this year, is a popular Precision Keystone rune in the game. However, Riot is planning a nerf for it, according to lead designer Andrei “Meddler” van Roon. The reason for the nerf is its anti-synergy with Black Cleaver, which is designed to be used alongside the Conqueror rune. Although a flat nerf would not solve the problem, Riot would need to make more complex changes to the rune mechanics. Meddler believes that Conqueror is too dominant and has taken over the game for various champion types. The nerf is expected to be released in Patch 8.14 in about two weeks.
